The Export Controls fields are used when the product is manufactured, shipped, sold, or distributed across international borders.
The export control settings identify the type of product you are selling and help determine if the products you sell are compliant with applicable export laws, rules, and regulations. See Export Controls Attributes for more about what to select or set for these settings.
Even if your products are not manufactured, shipped, sold, or distributed across international borders you will be required to complete two of the export controls fields before you can save your product.

Export compliance refers to adhering to the laws, rules, and regulations surrounding the sale and export of certain items such as controlled items, commodities, technology, and software. For more information about the agencies and regulations for exported products, visit the Department of Commerce web site for export guidelines.

Yes. Because Digital River is the seller of record through the online stores it operates, all sales of any product must be compliant with applicable export laws, rules, and regulations. This means that even if you are located outside the US, export controls still apply to you and your store.
Digital River cannot help you classify your products. If you are unsure how to classify the product, you should do one of the following:

The ECCN (Export Control Classification Number) is the alphanumeric code used to classify exports that have potential military or dual use application. If you enter 5A002 or 5D002 for the ECCN, you will also have to enter a License Exception. License Exception |
Designation that is used for products to ship without a license as defined in part 740 of the EAR (Export Administration Regulations). If you enter 5A002 or 5D002 for the ECCN field mentioned above, you will also have to enter a License Exception. See this page on the ecfr.gov web site for more about license exceptions. About License ExceptionsIn some cases you must already have, or must qualify for, a license exception. A license exception is an authorization that allows you to export or re-export, under certain conditions, items subject to the EAR that would otherwise require a license. For certain ECCNs under category 5xxx, Digital River requires that license exception "ENC" be available for your product. License Exception "ENC" stands for "encryption," and license exception ENC indicates that your product is not restricted for re-sale merely because of encryption levels or how encryption is utilized in your product. Country of Origin (Sometimes also called Manufacture Country.) |
Indicates the country where the product was created. Note: If you select the "display product" option but do not select the "purchaseable" option for a product you can set "Not Applicable" for the Country of Origin. This is because if you aren't selling the product you do not have to set the export control options. |
Harmonized Tariff Code/Schedule B Number |
Refers to a numeric designation used for reporting products to customs and other government agencies worldwide (e.g., 060110). This does not apply to digitally fulfilled products. |
Commodity Classification Automated Tracking System (CCATS) |
The CCATS (Commodity Classification Automated Tracking System) is the number assigned to the product by the Bureau of Industry and Security (BIS) indicating that they have classified the product. An example of a CCATS is "G07345." |
